Update on Coronavirus Disease (COVID-19) Preventive Measures (22 December 2020) (只有英文版)

HSE Committee would like to update colleagues and students on the following:

 

Tightening of Social Distancing Measures under Prevention and Control of Disease Ordinance

As the number of confirmed cases in the past two weeks has remained at the peak level of around 80 to 100 cases daily, and the seven-day average number of local cases with unknown sources of infection has maintained at a high level, without showing a clear sign of decline, the Government has decided to maintain the social distancing measures currently in place under the Prevention and Control of Disease Ordinance. The measures will take effect from 24 December for a period of 14 days till 6 January 2021. The Government will review the various measures in place from time to time in accordance with the development of the epidemic situation, and make suitable adjustments taking into account all relevant factors.

  • Catering business and scheduled premises: Catering business premises will cease to provide dine-in services from 6:00p.m. to 4:59a.m. of the following day. No more than two persons may be seated together at one table within any catering business premises.
  • Mask-wearing requirement: The mandatory mask-wearing requirement under Cap. 599I will remain valid.
  • Group gathering: Group gathering with more than two persons in public places will be prohibited.

Specified Conditions Imposed on Inbound Travellers

  • The Government has announced that, starting from 0:00a.m. 22 December 2020 until further notice, all persons who have stayed in the United Kingdom for more than 2 hours in the previous 14 days, including Hong Kong residents, are not allowed to board airplanes to Hong Kong.
  • Under Prevention and Control of Disease (Regulation of Cross-boundary Conveyances and Travellers) Regulation (Cap.599H), an inbound traveller who, on the day on which the traveller boarded a civil aviation aircraft that arrives at, or is about to arrive at Hong Kong (specified aircraft), or during the 14 days before that day, has stayed  in any very high-risk specified places (i.e., Bangladesh, Belgium, Canada (starting from 25 December), Ecuador, Ethiopia, France, Germany, India, Indonesia, Kazakhstan, Nepal, Pakistan, the Philippines, Romania, Russia, South Africa, Turkey, Ukraine, the United Kingdom and the United States of America), must provide the relevant documents and undergo mandatory quarantine at the listed hotels which could be found at https://www.coronavirus.gov.hk/eng/designated-hotel.html
  • An updated compulsory testing notice will be made under Cap. 599J, which requires persons who have stayed in the UK, arrived at Hong Kong on or after 2 December 2020, and are placed under compulsory quarantine in Hong Kong (including the quarantine orders issued under the Compulsory Quarantine of Persons Arriving at Hong Kong from Foreign Places Regulation (Cap. 599E) or Compulsory Quarantine of Certain Persons Arriving at Hong Kong Regulation (Cap. 599C)), to stay at their places of residence, private premises or the places of quarantine specified on the quarantine order (place of stay) apart from undergoing testing at the Community Testing Centres on the 19th or 20th day following their arrivals at Hong Kong. If the persons who arrive at Hong Kong from the UK and are subject to testing need to take public transport for the purpose of undergoing testing or for going to their places of stay, the persons can only travel directly by taking taxis and cannot disembark on the way.

Avoid Unnecessary Social Activities

All members are urged to stay home to the extent possible, avoid going out unless necessary, dine out less often, reduce the frequency of all mask-off activities, and stop all unnecessary social activities, especially meal gatherings across family bubbles and friends.

To assist contact tracing, keep a diary of your schedule, for example, write down the taxi license plate number you take.
You may also use the “LeaveHomeSafe” mobile app to keep your visit records.
