Banning CBD Starting from 1 February 2023

Dear Colleagues and Students,

 

Happy New Year! The Health, Safety and Environment Committee wishes our colleagues and students a healthy and blissful New Year in 2023.

 

With the legislative procedures completed, cannabidiol, also known as CBD, will be controlled as a dangerous drug under the Dangerous Drugs Ordinance (DDO) in Hong Kong starting from February 1, 2023. Cannabis has tetrahydrocannabinol (THC), which is a strictly controlled, dangerous drug that can lead to hallucinations, depression, and even psychosis. Products containing CBD or marked with the words 'CBD', 'THC', 'cannabis', 'cannabinoids', 'ganja', 'hemp extracts', 'marijuana', or with a picture of a cannabis leaf may contain substances that will be prohibited.

 

Colleagues and students should be vigilant and exercise care during their purchases. Early disposal of any CBD products in their possession are strongly encouraged to avoid contraventions of the new law. To facilitate the voluntary disposal of CBD products by members of the public, the Government has arranged disposal boxes at 10 government premises until 30 January 2023.
