Introduction

1. Public Administration Research: Towards a relevant research agenda

This lecture focuses on three aspects of public administration research agenda. First, I will discuss the global developments and circumstances that have evolved in the last decade that have formed the policy context and need for a public administration research agenda, and in the discussion, highlight some of my thoughts to elucidate the so-called China model of governance. Second, I will discuss specific research areas or topics that have emerged as critical for public administration scholars to address and I will speculate the reasons behind the emergence of these areas and their future significance in PA research. Third, if I have additional time, I review some of my personal academic experiences over three decades in public administration research to illustrate the potential in developing a relevant public administration research agenda.

2. Governance research on the Greater Bay Area Collaborations

This lecture presents three specific research projects I have been engaged in collaborative governance research in the GBA—(a) a project that looks into the origination, progression, and resolution of collaborative disputes, (b) a project that examines the role of external contextual forces in collaborative actions, and (3) a project on the influence of external engagement of the central government in collaborative actions. I will discuss the key results and implications of these projects and elaborate the future research directions on these issues. All projects are GRF-funded

XiaoHu Wang is a professor of public administration at City University of Hong Kong (CityU). He is interested in the role of policy implementation capacity-building in improving performance of public institutions. He has used this capacity-building approach to examine institutional forces influencing performance management, sustainable development, collaboration, and fiscal policy success of governments in the United States, China, and Hong Kong. He has published extensively on these topics. In practice, he conducted program evaluations for many local governments and nonprofit organizations in the United States. He is the author of close to 100 publications including the popular textbook Financial Management in the Public Sector (Routledge). He served on many academic editorial boards. He chaired American Society for Public Administration (ASPA) Section on Public Performance and Management, and was acting head of the Department of Public Policy at CityU, among many administrative responsibilities. He won multiple teaching and research awards, and is among Stanford’s top 2% most highly cited scientists.
