On the morning of April 19, the "10th Hong Kong-Shanghai Metropolitan Development Symposium" was successfully held. The seminar invited the heads of relevant government departments, experts, and business leaders of both places to discuss, through keynote speeches and roundtables, the cooperation and innovation for the development of Shanghai and Hong Kong in the fields of economy, trade, finance, technology and other fields at different levels in the new era and new journey.

There were the Hong Kong main venue and a Shanghai sub-venue for the seminar. Leung Chun-ying, Vice Chairman of the Chinese People’s Political Consultative Conference (CPPCC), spoke on "Precise Matching in Shanghai-Hong Kong Cooperation in the New Era". He recalled that he participated in the first seminar 23 years ago, and he benefited a lot. He has been telling Hong Kong in the Mainland, and vice versa. Leung discovered that there are many "unknown" exchanges between the two sides, which actually hinder the in-depth cooperation. He hopes that through problem-oriented discussion in this seminar, we can discover more “unknown” and solve those with precise matching and mutual promotion. He emphasised that we should not just talk about the vision and goals, but should have specific follow-ups, mainly focusing on three issues: what exact areas should Shanghai and Hong Kong cooperate in, who will plan and promote the cooperation, and how to cooperate. Leung hopes that everyone will unite knowledge and action, act with words to contribute to the modernisation of the country and the great rejuvenation of the Chinese nation.

Andrew Yao Cho-fai, Chairman of the Federation of Hong Kong-Shanghai Associations, said in his welcome speech that this year is the first year to fully implement the spirit of the 20th National Congress of the Communist Party of China. Yao mentioned President Xi has always emphasised that China's high-quality development is the primary task of a modern and powerful country, and that high-quality development requires technological innovation and structural transformation. This year marks the 20th anniversary of the establishment of the Hong Kong-Shanghai Co-operation Conference, and it is also the tenth time that the Federation of Hong Kong-Shanghai Associations holds the "Shanghai-Hong Kong Metropolitan Development Seminar", so it is of great significance. In the new development pattern and process, the future cooperation between Hong Kong and Shanghai will definitely focus on innovation and technology in addition to traditional finance, economy and trade area. It is believed that as the exchanges between the two places will continue to expand and deepen, and their respective advantages are fully utilised, the prospects for cooperation will be very broad. Chen Tong, Member of the Standing Committee of the Shanghai Municipal Party Committee, Minister of the United Front Work Department, and President of the Shanghai Overseas Friendship Association, delivered a speech. He mentioned that through his recent exchanges with people from all walks of life in Hong Kong, he intuitively felt Hong Kong’s expectations and consensus on Hong Kong- Shanghai cooperation. He welcomed Hong Kong people to invest in Shanghai and embrace the life in Shanghai. Chen also hoped that Hong Kong and Shanghai will cooperate in many ways and look forward to the bright future of Shanghai and Hong Kong cooperation.

Wong Wai-lun, Acting Financial Secretary of the Hong Kong SAR, attended and delivered a keynote speech entitled "Hong Kong-Shanghai Cooperation to Promote Financial Development in a Stable Way". He used the lyrics "For Whom" to describe the relationship between Hong Kong and the Mainland. Wong pointed out that Shanghai and Hong Kong are the core cities of the Yangtze River Delta and the Guangdong-Hong Kong-Macao Greater Bay Area, respectively. Over the years, cooperation has achieved remarkable results. For example, Shanghai-Hong Kong Stock Connect transactions have flourished in previous years. There are 185 Shanghai companies listed in Hong Kong, which fully reflects the platform effect of Hong Kong. He pointed out that this year is the first year to fully implement the spirit of the 20th National Congress of the Communist Party of China, and he suggests that the high-quality development of cooperation between Shanghai and Hong Kong can focus on four areas: promoting the internationalisation of the RMB, deepening and expanding the internationalisation of capital market connectivity, and strengthening green finance as well as cooperate with the carbon market, and make good use of Hong Kong as the centre for asset and wealth management. Finally, Wong emphasised that the huge financial markets of Hong Kong and Shanghai play an important role in the risk management of the national financial market and have great responsibilities. He also looks forward to in-depth cooperation between the two sides in financial supervision and security to jointly maintain the country's financial security.

Shang Yuying, Deputy Secretary-general of Shanghai Municipal People's Government and Executive Deputy Director of the Office of Shanghai Science and Technology Innovation Centre, delivered a speech, introducing the current situation of Shanghai's science and technology innovation establishment. In recent years, serving the national strategy, Shanghai has formed the basic framework of an international science and technology innovation centre and ranks among the world's major innovative cities. In the 2022 Global Innovation Index report released by the World Intellectual Property Organization, the Shanghai and Suzhou clusters ranked sixth in the world's scientific and technological innovation clusters, up two places from 2021. In the 2022 Nature Index Research Cities released by Nature, Shanghai rose from fifth place in the world in 2020 to third place, surpassing the Boston metropolitan area and the San Francisco Bay Area. She summarised the five major directions for Shanghai to strengthen scientific and technological innovation work in the future: strengthen basic research and enhance original innovation capabilities; enhance the competitiveness of key technologies and create new kinetic energy for high-quality industrial development; A more dynamic innovation ecology, promote the modernisation of the innovation governance system and governance capabilities; create an open and collaborative innovation space, and build a higher level of global innovation network. She believes that Shanghai should learn a lot from Hong Kong in terms of science and technology innovation, and addressed that Shanghai and Hong Kong have the responsibility to work together to achieve "1+1>2" goal and to better serve the national strategy and promote high-quality development.

The themes of the two roundtables were "Finance-Technology-Industry Integration and Innovation in the New Era and New Journey" and "Promoting Technological Innovation and Upgrading New International Forces", covering finance, technology innovation, medical technology and advanced manufacturing and other fields. The two sessions were chaired by Dr. Tan Yueheng, a member of CPPCC, a member of the Legislative Council, and Chairman of BOCOM International Holdings, and Professor Guo Yike, Chief Vice President of the Hong Kong University of Science and Technology. A number of experts and senior industry professionals participated in the session.

During the roundtable, Dr. Tan Yueheng pointed out that Hong Kong and Shanghai are both financial centres, and although there is a competition and cooperation relationship, they should mainly focus on cooperation. In the future, national industrial upgrading will require financial and technological empowerment, so that Hong Kong and Shanghai have the ability and obligation to play a leading role in this regard. Dr. Zheng, Chairman of Shanghai Pudong Development Bank, believes that in the future financial cooperation between Hong Kong and Shanghai, it is important to target on the connection between the industrial chain and supply chain, and cooperate in the fields of science and technology innovation finance, supply chain finance, financial risk management, cross-border finance and digital finance. Dr. Lee George Lam, Co-Chairman of Hong Kong Aerospace Technology Group Ltd., (HKATG), said that "the west is not bright, but the east is bright." Hong Kong's low tax rate and international advantages can effectively promote the optimisation of Hong Kong -Shanghai science and technology innovation ecology. Zhou Jun, Executive Director and President of Shanghai Industrial Investment (Holdings) Co., Ltd., cited two major transformation experiences of his own company, explaining the important role of Hong Kong-Shanghai capital market cooperation in the development of the company. Wilfred Yiu, Co-Chief Operating Officer and Head of Equity Securities Business of Hong Kong Exchanges and Clearing Limited, focused on the advantages and cooperation recommendations of Hong Kong and Shanghai in the financial field, and believed that the two sides have broad space for future cooperation.

Professor Guo Yike laughed and said that he is also a work of "Hong Kong-Shanghai Cooperation", and explained the necessity of Hong Kong-Shanghai artificial intelligence and other scientific and technological cooperation in the future from the perspective of university and talent training. Nisa Leung, Managing Partner of Qiming Venture Partners, said that her fund company has invested in more than 500 companies, many of which are the work of cooperation between the mainland and Hong Kong, and have achieved milestone breakthroughs. Leung cited an artificial intelligence medical technology company and a gene therapy company she invested in to illustrate the efficiency and outstanding achievements of Hong Kong-Shang hai cooperation. She hopes to continue to help promoting the development of scientific and technological cooperation between two places. Dr. Xu Li, Co-Founder and CEO of SenseTime Group Ltd., started from his own experience that artificial intelligence requires a long-term investment in talent training. He hopes that in the future, Hong Kong and Shanghai will jointly organize innovation and technology forums to jointly create an international communication platform and attract global talents to communicate in the mainland. Dr. Pan Oudong, Chairman of Obio Technology (shanghai) Corp., Ltd., said that his company has been deeply involved in cell gene therapy for many years, and he hopes to cooperate with Hong Kong in the field of clinical research in the future. As the Chairman of Shanghai Zhangjiang Science City Chamber of Commerce, he also hopes to lead member technology companies to come to Hong Kong for development. Professor Yu Jingyi, Deputy Provost and Executive Dean of the School of Information Science and Technology, ShanghaiTech University, suggested that Shanghai universities can learn the entrepreneurship spirit of Hong Kong universities and focus on "seeking change, diversity and academic integrity". He also pointed out that Shanghai's resources in national laboratories and future hospitals can also help Hong Kong's technological growth.

In the summary of the seminar, Kwan Pak-ho, President of the Federation of Hong Kong–Shanghai Associations, believes that Hong Kong and Shanghai should work together to promote the two-way flows of education, technology innovation and talents between the two places, and jointly cultivate and attract talents. He added that under the new development pattern, we will jointly add impetus to building a technologically powerful country.

The "Hong Kong-Shanghai Metropolis Development Symposium" has been held for ten sessions so far, and each session has gathered more than 300 political and business leaders, experts, scholars, and business elite representatives from Hong Kong and Shanghai. It is a high-level discussion platform on exchanges and cooperation between Hong Kong and Shanghai in multiple fields. This year, the Federation of Hong Kong-Shanghai Associations and the Shanghai Overseas Friendship Association jointly organised the event, with over 300 participants.
