In building energy management, retro-commissioning (RCx) refers to the process of reviewing, analyzing, and optimizing the operation of existing building energy systems to enhance their energy efficiency; there are corresponding regulations in both the United States and China. This paper analyzes and compares them.

The article introduces several achievements of China in environmental protection, such as investing $546 billion in clean energy, surpassing the EU and the US. China has committed to achieving carbon neutrality by 2060, with clean energy currently accounting for 27%. Many clean energy technologies shared globally originate from China through the Global Energy Interconnection initiative.
