Hong Kong Institute of Business Studies (HKIBS), Faculty of Business, organized “The 38th Seminar on Opening Up and Development” (第38期開放建設研討班)


Entrusted by the Hong Kong Pei Hua Education Foundation, HKIBS, Faculty of Business, organized “The 38th Seminar on Opening Up and Development” during 12 to 18 October 2023. The one-week programme was conducted for a group of 25 representatives of people without party affiliation from 20 provinces/ autonomous regions/ municipalities of Anhui, Beijing, Chongqing, Gansu, Guangdong, Guangxi, Hebei, Heilongjiang, Henan, Hunan, Inner Mongolia, Jiangsu, Ningxia, Qinghai, Shaanxi, Shandong, Shanghai, Shanxi, Sichuan and Xinjiang in China. Participants are leaders from different fields, including Vice-Mayors, Vice-Presidents, Members of Standing Committee of The CPPCC National Committee and senior management, etc.


The Opening Ceremony was held on 12 October 2023 in Lingnan University. Prof Joe S Qin, President of Lingnan University; Prof Sam T W Kwong, Associate Vice-President (Strategic Research); Prof Mingming Leng, Dean of Faculty of Business; and Prof Liping Liang, HKIBS Director, were invited to officiate the opening ceremony. At the opening, Professor S. Joe Qin welcomed participants for visiting Hong Kong and Lingnan University. He hoped that participants would stay connected with Lingnan and support us in our future endeavours. He said, “Once a Lingnanian, always a Lingnanian”. Prof Mingming Leng gave a topical lecture on “Education Internationalization in Hong Kong” after the Opening Ceremony, which was well-received by the participants.


The training programme aims at sharing Hong Kong's experience of economic development, internationalization in education, entrepreneurship, developing high-tech industry/ digital economy, and public governance with the participants. Distinguished speakers from government departments, business and academic fields in Hong Kong gave lectures on the local economy, finance, and education system. As part of the executive programme, participants also visited Hong Kong Monetary Authority, ICAC, and Cyberport to learn more about the functions and operations of these organizations.


Entrusted by Hong Kong Pei Hua Education Foundation, HKIBS has organized 20 seminars for senior officers in China, since 1995. These seminars help to nurture leaders in China and facilitate communication between Mainland China and Hong Kong.


Hong Kong Pei Hua Education Foundation is a non-profit-making private organization, established by a group of renowned Hong Kong businessmen, including Dr. Lee Shau Kee, Dr. Henry Fok Ying Tung, Dr. Ian Fok Chun Wan, Dr. Henry Fong Yun Wah, Dr. Henry Cheng Kar Shun, Mr. Peter Wong Man Kong and Dr. Annie Wu Suk Ching. Its objective is to help China train up competent personnel.
