The primary objective of the Administrative Service Internship Programme (“the Programme”) is to give Hong Kong students who wish to pursue a career in the Administrative Service an opportunity to gain hands-on experience of working with serving AOs, so as to enrich their understanding of the roles and mission of an AO and facilitate their future career planning.
Students participating in the Programme will be assigned to one government bureau or department with similar duties to those of AOs.
Students will also have the opportunity to visit various government offices and / or relevant public organisations.
Duration: About two months or more between May and September 2026 (depending on office exigencies and individual participants' availability, the actual employment period of different cases may vary).

Application

Please refer to the details on JIP for the application method and required documents. It is essential to comply with all outlined requirements, as failure to do so or late submissions will result in your application not being considered.
Writing Tips:
Complete the application by computer typing.
Complete the form EITHER in Chinese or English for consistency.
Pay attention to the application method and document requirements.
Read the job description(s) carefully (i.e., requirement on the year of study or specific major/skills). Make sure you are eligible to apply before you start your application.

Selection and Nomination Procedures
All application forms received will be checked. Application forms with missing data, and those who failed to observe the requirements as stated in the job notice will NOT be processed.
Paper vetting will be conducted and ballots will then be drawn for each summer internship place from the pool of qualified applicants to decide on the list of nominees.
To ensure that every eligible applicant has an equal chance to receive a nomination from the University, students will only be nominated once. That means if you are nominated for Department A's internship, you will have a lower chance of being nominated for Department B's. Unless there is no suitable candidate and you are the single qualified applicant, OSA career officers may decide otherwise.
There may be circumstances in which the ballot system would not be the best way to decide on the list of nominees. The Career Advising Services team of the Office of Student Affairs, acting on behalf of the employer, has full discretion to decide on the final outcome of the nomination. This type of situation may arise if the employer is looking for a type of experience that requires us to screen or interview applicants in order to select the most qualified candidate.
*Students are welcome to schedule individual consultations with Career Advising Services before submitting their application to make sure the application form is written properly.
The Civil Service Bureau has organised the Programme for NEC students since 2019 with a view to helping them accumulate work experience and enhance their competitiveness for employment. The internship placements will generally involve providing administrative support in the day-to-day operation of the bureau/department and/or implementation of projects. Some of the placements may also specifically relate to the provision of public service to NEC communities in Hong Kong so that the interns can give play to their strengths in the knowledge of NEC languages and cultures.
The internship will last for around eight weeks from mid-June to August 2026 and the nominees should ensure their availability throughout the internship period. Interns under the Programme will receive a monthly allowance of $11,500 tentatively, to be calculated on a pro-rata basis. Successful applicants, who will be employed on non-civil service terms by the HKSAR Government, are required to sign a declaration that they will uphold the Basic Law of the Hong Kong Special Administrative Region of the People’s Republic of China, bear allegiance to the HKSAR, be dedicated to their duties and be responsible to the HKSAR Government.

Launched by the Civil Service Bureau in 2016 with the dual aims of allowing students with disabilities to gain hands-on work experience in the Government, as well as enabling civil service colleagues to appreciate the talents and potential of persons with disabilities, the Scheme has been implemented with positive feedbacks. All non-final year students with disabilities, who are studying a full-time bachelor’s degree, associate degree or higher diploma course or equivalent (below master’s degree level) in any local tertiary institution, and have met the basic entry requirements of the Scheme are eligible to join the Scheme. Interns will be posted to different Government bureaux and departments to provide support in a wide range of executive/administration functions. Details of the Scheme can be found at Annex A.

Applications for Taking Common Recruitment Examination and paper-based Basic Law and National Security Law Test (Degree / Professional Grades) outside Hong Kong in December 2026
The non-local Common Recruitment Examination and paper-based Basic Law and National Security Law Test (Degree / Professional Grades) (CRE and BLNST) is tentatively scheduled to be held on 5 December 2026 in seven cities outside Hong Kong, namely Beijing, Shanghai, London, New York, Toronto, Vancouver and Sydney.
The application period will be from 12 September to 2 October 2026. The application details and an online application system will be available on our webpage at www.csb.gov.hk/eng/cre.html during the said application period. Applicants may choose to take any of the CRE papers and / or the BLNST paper in this examination. Please note that application must be submitted through the online system for the coming CRE and BLNST. Applications submitted by post, fax or e-mail will NOT be accepted. The coming Common Recruitment Examination (CRE) is tentatively scheduled to be held in Hong Kong on 3 October 2026, or another date within October 2026 if necessary. The application period is from 25 July to 7 August 2026. Applications should be submitted through the online application system. Applications submitted by post, fax or e-mail will NOT be accepted. Applicants may choose to take any of the CRE papers in this examination. They will be notified of the examination details by e-mail before 21 September 2026. Any requests for change of examination date / time / venue will NOT be considered. Attaining a pass result in the Basic Law and National Security Law Test (BLNST) is an entry requirement for all civil service jobs. With a view to promoting the digital transformation of public services, the Civil Service Bureau (CSB) has launched the Digitalised BLNST (Degree / Professional Grades) in May 2025 providing year-round digitalised examination service at Recruitment Centre, General Grades Office (Address: 37th Floor, Revenue Tower, 5 Gloucester Road, Wanchai, Hong Kong) so that candidates can take the examination at the examination centre throughout the year rather than on designated examination dates. Prospective candidates for civil service posts of degree / professional grades should also attend the Digitalised BLNST as soon as possible. The CRE consists of three 45-minute papers, namely Use of English (UE), Use of Chinese (UC) and Aptitude Test (AT), in multiple-choice format. The UE and UC papers assess proficiency in English and Chinese languages respectively whereas the AT paper assesses reasoning abilities. Candidates' results in the UE and UC papers are classified as Level 2, Level 1 or Fail, with Level 2 being the highest. Results in the AT paper are classified as Pass or Fail. Environment and Ecology Bureau (Environment Branch) / Environmental Protection Department – Mentorship Programme 2026
The Environment and Ecology Bureau (Environment Branch) (EEB(EB))/Environmental Protection Department (EPD) of the HKSAR Government is now inviting applications from university students for its mentorship programme in 2026. This programme provides a valuable opportunity for students to enhance their skills and knowledge in the environmental field through direct engagement with EEB(EB)/EPD’s professional staff.
The mentorship programme will last for about 12 months, starting in August 2026, and will include (i) an opening meeting (tentatively scheduled on 21 August 2026 PM); (ii) regular meetings between mentors and mentees; and (iii) opportunities to visit facilities operated by EPD.
Students in undergraduate/postgraduate degree programmes in the academic year 2026-2027, preferably with engineering and/or environmental science background, are welcomed to apply on or before 17 July 2026 (Friday).

The pool of eligible candidates for civil service jobs requiring an undergraduate degree has been expanded to students in their third year of undergraduate studies (in a four-year curriculum). Therefore, students who will have attained a degree (NOT including Associate Degree) in the academic years of 2025-26 or 2026-27 may also apply to take the coming CRE.

Transport and Logistics Bureau: Internship Scheme on Modern Logistics 2026-27
The Scheme is scheduled for commencement on 1 April this year to provide sponsorship to employers for hiring interns to undertake logistics related duties.
It aims to promote and support the sustainable development of the logistics industry and nurture talents, enabling more young people with the opportunity to understand the innovative and digital logistics technologies and operations in modern logistics industry, so as to encourage them to join the logistics industry after graduation. Education and Careers Expo 2026 (22–25 January 2026)
The Education and Careers Expo (the Expo), as organised by the Hong Kong Trade Development Council (HKTDC), scheduled for 22 to 25 January 2026. It serves as an excellent platform for students to learn about the diversified job opportunities in the Government through direct interaction with representatives from various departments and grades.
CSB will set up a dedicated booth (No. 1D-C02) at the Expo. Apart from providing civil service recruitment information, representatives from the Administrative Officer (AO), Executive Officer (EO), Official Languages Officer, Training Officer, and Clerical & Secretarial (C&S) grades will be there to share with visitors their valuable work experiences and career prospects.
17 thematic sharing sessions under “Diverse Spectrum of Public Service: Careers Exploration Series” at the Stage Area (1D-A16) of the Government Pavilion. Speakers will present notable achievements of the departments / grades and illustrative anecdotes and good stories from their professional experience and daily work, while introducing relevant recruitment information. These sessions offer a unique opportunity for students to learn more about various departments and obtain first-hand recruitment information. 2026-27 Local Placement Scheme for Students Pursuing IT-related Bachelor’s Degree Programmes
The placement opportunities are open to university students who are pursuing IT-related Bachelor's degree programmes in sandwich mode which require the students to undergo industrial training for approximately one year in the 2026-27 academic year, or pursuing IT-related Bachelor's degree programmes (but not in sandwich mode) and who would like to apply for one-year leave of absence in the 2026-27 academic year.
