Civic Engagement - Pre-approved Service Projects

Pre-approved Community Service Projects/ Service-Learning Courses

Students joining self-initiated community service projects or overseas Service-Learning courses should apply for prior approval via OSA before commencement of the project/course and submit full set of required documents to OSA after the project/course completion.

Projects initiated by Individual Students

Students are required to seek approval from OSA prior to commencement of service. The community service must be performed with Non-governmental Organisations (NGOs)
for the benefit of the community or person served. Students can choose to serve in different organisations, but should apply approval from OSA for each project.

The NGOs in concern include all agency members of the Hong Kong Council of Social Service or Social Welfare Department (SWD), uniformed groups, hospitals, public/subsidised schools, cultural organisations and government departments. Working for political, religious or commercial activity for any individual or organisation is not considered acceptable. Some examples of the recognised service organisations:

  • Youth Uniformed Groups:
    Hong Kong Red Cross, Scout Association of Hong Kong, Hong Kong St. John Ambulance, Civil Aid Service Cadet Corps, Hong Kong Air Cadet Corps, etc.
  • Social Service Organisations:
    The Hong Kong Federation of Youth Groups, Tung Wah Group of Hospitals, Fu Hong Society, The Salvation Army, Caritas - Hong Kong, etc.
  • Schools:
    Kindergarten, Primary and Secondary schools under the Education Bureau (EDB)
  • Cultural Organisations:
    The Arts with the Disabled Association, Jockey Club Cine Academy, Hong Kong Museum of Art, etc.

Procedures

  1. Select a community service which is organised by recognised non-profit making organisation
  2. Submit the Community Service Pre-approval Form (CE01) to OSA for pre-approval 2 weeks before commencement of the service
  3. Attend the training in the approved service programme or attend the training in Civic Education - CE programme of the ILP
  4. Submit the Pre-service Questionnaire (CE03A) to the collection box at OSA before commencement of the service
  5. Record the service hours and write down the service log in the Community Service Log Form (CE02). Invite service coordinator to certify the service hours or provide other evidence of proof, such as service hours recorded in Volunteer Movement’s Volunteer Service Record Book or Certifi cation issued by the service organisation. Submit the Community Service Log Form (CE02) to the collection box at OSA within one month of the service completion
  6. Fill out the Post-service Questionnaire (CE03B) and Reflection essay after the completion of 5 hours training and 25 hours service practicum or service-learning course and return to OSA. Present the service experience in the Civic Engagement Community Service presentation session
  7. Check the updated record on your participation in CE in DegreeWorks at the end of each term to ensure the CE units are recorded

Remarks

  • Students are required to keep a photocopy of the submitted documents for their own reference.
  • If the services are conducted at more than one organisation, students should complete a Community Service Log Form (CE02) and submit to OSA for every projects.
  • Civic Engagement Community Service presentation sessions will be organised in Nov and Apr in each academic year.
  • If student is currently performing community service in an eligible organisation, you can continue to serve in this organisation and send the Community Service Pre-approval Form (CE01) to OSA to ensure that the training and service in this organisation will be recognised. Any training and service hours performed before the approved start date will not be counted.
  • If student performs the service outside Hong Kong, please send the Community Service Pre-approval Form (CE01) and present the evidence to prove that the organisation is a recognised non-profit making organisation to OSA for approval.

Service-Learning Courses offered by Partner Institutions

Students who study the Service-Learning courses in the partner institutions outside Hong Kong during exchange can also apply the recognition of CE. Students are required to seek approval from OSA prior to commencement of the course.

Procedures

  1. Register the Service-Learning course in the partner institution
  2. Submit the Service-Learning course Community Service Pre-approval Form (CE01) and Pre-service Questionnaire (CE03A) to OSA a month before commencement of the course for pre-approval
  3. Attend the course and fulfill the course requirements with satisfactory result
  4. Submit the Post-service Questionnaire (CE03B) and Reflection Essay together with the transcript issued by the partner institution to OSA within a month of course completion
  5. Check the updated record on your participation in CE in DegreeWorks at the end of each term to ensure the CE units are recorded
