Mr. Tomer Jordi CHAFFER

Mr. Tomer Jordi Chaffer is an interdisciplinary researcher focused on the governance of emerging technologies. He holds an M.Sc. in Experimental Medicine from McGill University, where he was part of a research team that discovered a novel gene published in Nature Communications. He was awarded a Fonds de recherche du Québec – Santé (FRQS) fellowship at McGill and held a visiting Mitacs Globalink Marie Skłodowska-Curie Actions fellowship at the University of Padova.

He is currently pursuing B.C.L./J.D. degrees at McGill University. His research examines digital governance tools and their ethical, legal, and commercial applications, with a particular focus on agentic AI and digital identity in the healthcare sector.

Tomer publishes regularly in peer-reviewed journals and pre-print platforms, including a top-ranked SSRN article in 2025 titled “Know Your Agent: Governing AI Identity on the Agentic Web.” He serves on the editorial boards of Blockchain in Healthcare Today and the McGill Journal of Law & Health. He also contributes policy briefs to AI & Partners, where his work on the governance implications of the EU AI Act has supported international dialogue on how regulatory frameworks can both guide and enable innovation.

Ms. Emanuela Girardi is the President of Adra, the European Association for AI, Data, and Robotics, partner of the European Commission in the AI, Data, and Robotics Public-Private Partnership. She is the founder and president of Pop AI, a non-profit organization dedicated to making artificial intelligence accessible and understandable to everyone. Emanuela is the Founder and CEO of AI Value, which helps companies digitalize their value chain with AI projects that combine economic and social sustainability. Emanuela is an expert in international AI policy and she has been a member of the Italian Ministry of Economic Development's expert group on AI, contributing to the drafting Italy’s first national AI strategy. She serves on the industrial board of AIxIA, the Italian association for artificial intelligence, and the Advisory Board of CAIRNE, the confederation of AI laboratories in Europe.

She also brings her expertise to academia, teaching AI and sustainable development at the HumanAIze Master's program at the Politecnico University of Turin and sits on the board of Fondazione per la Scuola of Compagnia di San Paolo. Recognized as one of the 50 most influential women in technology in Italy, Emanuela is also the vice president of IGF Italy, the UN-promoted Internet Governance Forum and a co-founder and board member of EquALL, an initiative promoting gender equality.

Dr. Rebekka GÖRGE is a Senior Data Scientist at Fraunhofer Institute for Intelligent Analysis and Information Systems in Germany. Her research focuses on trustworthy artificial intelligence, particularly on the detection and mitigation of bias in large language models using sociolinguistic foundation, as well as the development of new approaches for the evaluation and auditing of AI systems. She is project lead of industry and research projects, such as "MISSION KI" (2024–2025), a large-scale initiative on trustworthy AI in Germany, and advises public authorities on the trustworthiness of AI. Moreover, she is an active trainer in the Fraunhofer Big Data Alliance for data science and trustworthy AI.

Ms. Anni LAI currently serves as the elected Co-Chair of the Generative AI Commons and as an elected Board Member of LF AI & Data for the last three years. She also holds advisory roles with LF Europe, Kaiyuanshe.org, and GOSIM.org, where she focuses on open-source and AI strategy, ecosystem development, and governance.

Her dedication to the open-source community is also reflected in her previous leadership on multiple foundation boards, including the OpenStack Foundation, LF CNCF, LF OCI, LF Edge, and the Open Metaverse Foundation.

With a career spanning leading organizations such as Sun Microsystems, Oracle, Salesforce, and Futurewei, Anni has built deep expertise across product management, technology evangelism, developer relations, partner strategy, and enterprise business development.

Prof. Dr. Christoph LÜTGE is a Full Professor of Business Ethics at the Technical University of Munich (TUM) and the Director of the TUM Institute for Ethics in Artificial Intelligence (IEAI). He is a Distinguished Visiting Professor of Tokyo University and has held further visiting positions at Harvard, Stockholm, Taipei and Kyoto. He has a background both in philosophy as well as business informatics. In 2007, he was awarded a Heisenberg Fellowship by the German Research Foundation. His most recent books are: “Business Ethics and Digitization” (Metzler, 2022, with coauthors), “Evolving Business Ethics” (Metzler, 2022, with M. Prof. Matti MÄNTYMÄKI is Professor of Information Systems Science at the University of Turku, Finland, and Research Director of the Digital Economy & Society (DES) research group. His work focuses on the governance, ethics, and broader implications of artificial intelligence, with particular attention to how organizations design and implement responsible AI practices in evolving regulatory environments.

He has published over 120 peer-reviewed articles in leading journals, including Information Systems Journal, Information & Management, Technological Forecasting & Social Change, and Communications of the Association for Information Systems. Ms. Catelijne MULLER is President and co-founder of ALLAI, an independent organisation that pro-motes responsible development, deployment and use of AI. She is a former member of EU High Level Expert Group on AI, that advised the European Commission on economic, social, legal and ethical strategies for AI. She is AI-Rapporteur at the EESC and was Rapporteur of the EESC opinion on Artificial Intelligence and Society, the EESC opinion on the EU Whitepaper on AI and the EESC opinion on the EU AI Regulation. She is a member of the OECD Expert Group on A Incidents. She advised the Council of Europe on the impact of AI on human rights, democracy and the rule of law and a member of the ALLAI delegation to the Council of Europe’s Committee on AI.

Catelijne is a Master of Laws by training and worked as a Dutch qualified lawyer for over 14 years prior to committing her efforts to EU policy and the topic of Responsible AI.

He is also Professor of Computer Science at the Department of Computer Science and Engineering at the University of Bologna, Italy. Previously, he held research and teaching positions at Dartmouth, Cambridge, St Andrews, and Birmingham. Dr. Takayuki OSOGAMI is a Senior Technical Staff Member at IBM Research – Tokyo. His research focuses on sequential decision making, with particular emphasis on risk-sensitive approaches and multi-agent systems, including reinforcement learning and mechanism design. Recently, his work has explored the application of these technologies to agentic AI and its safety. He received his Ph.D. in Computer Science from Carnegie Mellon University in August 2005, and a B.Eng. degree in Electronic Engineering from the University of Tokyo in 1998. He was selected as one of the Researchers with Nice Step 2020 by the National Institute of Science and Technology Policy (NISTEP) of the Ministry of Education, Culture, Sports, Science and Technology in Japan.

Dr. Daniele PROVERBIO is currently postdoctoral researcher at the University of Trento (IT) and Director of Interdisciplinary Research at the House of Ethics (Luxembourg-based think-tank and forum on ethical AI). His research focuses on the integration of mathematical modelling and data-driven approaches to understand and predict the evolution and behavior of complex systems, ranging from biology to artificial intelligence, focusing on resilience and trustworthiness.

After a PhD at the Luxembourg Centre for Systems Biomedicine and a visiting period at the University of Exeter, Daniele is currently involved in a transnational collaboration with the Luxembourg Institute of Science and Technology, the University of Teesside and the University of Cambridge to integrate complexity modelling and AI to test capabilities and biases of strategic multi-agent AI systems.

On top of his academic interests, Daniele holds an MBA from the Collège des Ingénieurs, where he now lectures the course “Artificial Intelligence: Potential, Risks & Responsible Leadership in Business. He was previously Associate Professor and Assistant Professor at the same university. He got his Master and PhD in Computer Engineering from the University of Bologna. Fabrizio Riguzzi is Editor in Chief of Intelligenza Artificiale, the official journal of the Italian Association for Artificial Intelligence. He is the author of more than 200 peer reviewed papers in the areas of Machine Learning, Inductive Logic Programming and Statistical Relational Learning. His aim is to develop intelligent systems by combining in novel ways techniques from artificial intelligence, logic and statistics.

Previously, he held academic positions at the Southern University of Science and Technology (China), the University of Birmingham (UK), Australian Defence Force Academy at the University of New South Wales (Australia), and the University of Science and Technology of China (China). Prof Yao was elected as an IEEE Fellow in 2003 and served as the Editor-in-Chief of IEEE Transactions on Evolutionary Computation in 2003-08 and the President of the IEEE Computational Intelligence Society in 2014-15.
