Non-means-tested Loan Scheme for Full-time Tertiary Students (NLSFT)

Introduction

The Non-means-tested Loan Scheme (NLS) is established by the HKSAR Government to provide financial assistance in the form of interest-bearing loan to local students enrolled in UGC-funded programmes to cover their tuition fees.  The NLS loan is up to the total annual tuition fees payable in the academic year.
 

The interest rate is subject to periodic adjustment, and interest is charged once the loan is drawn down and throughout the repayment period until the NLS loan is fully repaid.  Also, a non-refundable administrative fee is chargeable as from the submission of the first application and annually thereafter until the NLS loan and the interest accrued thereon are fully repaid.

Enquiries about the Scheme should be directed to the HKSAR Government's Student Finance Office (SFO)  - Working Family and Student Financial Assistance Agency (WFSFAA) by the following means:

Submission of Signed Declaration ( if opted for paper signing) and Supporting Documents

Students should submit the signed declaration (paper signing selected) and supporting documents to the SFO within 7 days from submission of online application form through the following means:

(a) Online upload: eWFSFAA

  • File formats - PDF and JPEG
  • File capacity - 40 MB (about 100 pages)

 

 (b) By Mail (together with the Reply Slip)

(c) Through the SFO's drop-in boxes

Student should deliver the documents together with the Reply Slip to drop-in boxes located on 11/F (during office hours) or G/F (outside office hours) of the Cheung Sha Wan Government Offices (CSWGOs).  SFO’s office hours are 8:45 a.m. to 1:00 p.m. and 2:00 p.m. to 5:45 p.m. from Monday to Friday, except public holidays.  

 

(d) Through institution (together with the Reply Slip)

A drop-in box will be located at the Office of Student Affairs during the following period: 

20 April - 29 May 2026                     

 

Administrative Fee

A copy of the transaction advice or account deposit form for the administrative fee paid should be submitted together with other supporting documents upon the submission of online application. 

Applicants should keep the original transaction advice or account deposit form for the administrative fee paid and produce it with the loan documents to the SFO upon acceptance of the NLSFT loan. 

 

Application period for 2026/27

Online application schedule for current students: by 27 May 2026

Any applications submitted after the deadline will be treated as late applications.  In any case, applications should reach the SFO no later than 31 December 2026.
