Lingnan University announces new appointments of Prof Matthew Cheung Kin-Chung, Prof Law Chi-kwong and Prof Wong Chack-kie

Lingnan University (LU) Asia-Pacific Institute of Ageing Studies (APIAS) today (30 June 2023) announced appointing the Hon Matthew Cheung Kin-chung (effective from 30 June), Prof Law Chi-kwong (effective from 1 July) and Prof Wong Chack-kie (effective from 1 July) as Adjunct Professors.

 

Hon Matthew Cheung Kin-chung, GBM, GBS, JP

Prof Matthew Cheung Kin-Chung worked for almost 50 years in the Hong Kong government (from 1972 to 2021) and is well-known serving as the Chief Secretary for Administration of the Hong Kong Special Administrative Region (HKSAR) Government from 2017 to 2021. Before that, he worked as Secretary of Labour and Welfare from 2007 to 2017 and in other senior positions. These included Deputy Judiciary Administrator, Deputy Head, Central Policy Unit, Deputy Secretary for Education and Manpower, Commissioner for Labour, Director of Education and Permanent Secretary for Economic Development and Labour. This amply reflects his extensive and rich experience in strategic planning, policy formulation and implementation in labour, manpower, social welfare, education and other portfolios.

 

As Chief Secretary for Administration, he chaired the high-level Commission on Poverty, Youth Development Commission, Commission on Children, Human Resources Planning Commission, Steering Committee on Ethnic Minorities, International Business Committee and Fight Crime Committee, among others.

 

With his vast experience and wealth of expertise, Prof Cheung will contribute hugely to APIAS’s teaching activities, especially conducting lectures in the Health and Social Services Management Programme and offering strategic advice on APIAS’s research work.  Prof Cheung very much appreciates Lingnan University’s unique mission of fostering liberal arts education and is keen to interact with and nurture the students as well as candidly share with them his life experience, drawing on his almost 50 years of experience working in the government and wholeheartedly serving Hong Kong.

 

 

Prof Law Chi-kwong, GBS, JP

Prof CK Law worked as the Secretary for Labour and Welfare of HKSAR from 2017 to 2022. He is Co-Founder of the Senior Citizen Home Safety Association and an executive member of the Hong Kong Council of Social Service. Before working as one of the top decision makers of Hong Kong government, Prof Law was a very experienced academic researcher at the University of Hong Kong and was Head of the Department of Social Work and Social Administration from 1993 to 1997. Given Prof Law’s extensive experiences in public services and academic activities as well as his profound knowledge in poverty alleviation, social welfare and family matters, he will offer significant insights for APIAS to further develop impactful research to inform policymaking, advise on curriculum design and give insightful lectures to our students and staff members of Lingnan.

   

Prof Wong Chack-kie, MH

Prof Wong Chack-Kie was a former full-time advisor of the Central Policy Unit of HKSAR from 2012 to 2017. Before that, he had long been working in the academic area to teach and conduct research in the fields of social work and social policies, such as social security and retirement protection. His research work was published in top academic journals such as the Journal of Social Policy, and the International Journal of Health Service. Prof. Wong will be advising and supporting APIAS colleagues on conducting academic research and publications.
